Expungements are either approved or denied by a judge in a court. A person makes an application to ask for an expunbement.

You may want to tell the Judge that you want to have your criminal record sealed, explain the charges you wish to erase from your record and that the proper time has passed. You may also want to explain to the Judge that you have been rehabilitated and why it is important to have your record sealed.
An applicant for an expungement must pay the court costs and fees in full.
